In general, while you'll definitely want basic spell casting capabilities, the most effective spell casting is actually done via Enchant. Stunted Magicka is very easy to work around after the first few levels. The Breton can get away with the Mage, maybe, but there is ultimately very little reason to not pick the Atronach, because it is by and far the most powerful birth sign in the game. Dark Elves have high Fire resistance, but any character can get high/100% Resist Fire due to there being an abundance of Fire Resist artifacts in the game. There are other immune races as well, but they aren't nearly as optimal for several reasons. For Bretons, their element is pure magic. Generally, an optimized wizard needs to be immune to their element of choice. The reason is that at high levels, Reflect begins to really get in the way of anyone who throws around spells as their main mode of combat. There are two races that I think are worth the most consideration when considering a spell caster-Breton and Nord. Honestly, while people tend to say that magic in Oblivion is overpowered, it really has absolutely nothing on the massive potential of spells in Morrowind.
